Was the boat once anodized blue? A lot of blue anodizing on these old boats will fade to a pale blue/white... It looks like in these spots you managed to remove the anodizing down to the bare aluminum.

This might be a dumb question... but heck if I care! What is this change that is happening to the surface of my boat? I am referring to these circles of shiny aluminum poking through the older matte finish.
