Unless you can find two rivets that are perfectly spaced. Or drill out one rivet somewhere and you only have to add one new hole.

Thanks. The sleeve was made of marine grade vinyl I had laying around. I folded it in half, length-wise and sewed it before turning it right side out. Piece of cake ;)
