Could be.
Interesting the '47 catalog mentions inboards.

The only thing I find in the S/N Registry that starts in 3 is Bob Shapton's 1948 Meteor 3 10 461 48

Early years had no letter.
1 = Runabout
2 = Vagabond
3 = ???

My guess may be Deluxe Runabout otherwise a utility
Pictures will help.
