I've ridden my bike on 33 along the Clinch and past Kyles Ford numerous times. In my opinion, there were quite a few places that wouldn't accommodate a pleasure boat because of rapids and shallow places. If I recall, a few kayak rental places have sprung up in the last couple of years. It'd be a great river for that. As for the cleanliness, the Clinch should be a lot cleaner below Sneedville now that the mayor's son was fired from his position in charge of the water treatment plant. That happened after the EPA fined them what sh*t they had left after bypassing the water treatment plant.

A bunch of us rode up Norris lake to the Highway 33 bridge and ate at Bubba's Marina, Nick asked the waitress how far up the Clinch you could go from there, her answer was, "Why, you can go all the way to the end".
